The Misguidance Left These Important Parts Out Amendment


A proposal to amend the Misguidance to empower the Sages and organize the Radial Council in order to better preside over their respective functions within the region of Karma.




Section 1: Sage Autonomy


Tenet 1 will be amended to include:


IV. The Sages will be responsible for all internal decisions and procedures of The Sages. This includes, but is not limited to:

       A. Appointment and Dismissal of Sages, and
       B. Delegation of Sage duties and responsibilities of Head of State.


Section 2: Executive Orders


Tenet 3 will be amended to include:


IV. The Radial Council may issue Executive Orders pertaining to their duties as the executive branch of Karma.

A. Executive Orders may be used to establish sub departments of the Radial Council that enlist the aid of residents to carry out the tasks and responsibilities of the Radial Council.
B. Executive Orders may be used to establish positions within the Executive for the purpose of delegating powers and responsibilities of the Radial Council.
    a. These positions may only be granted by the Radial Council to members of a Circle.
    b. The position must be clearly named and defined in terms of role and function.
C. Executive Orders may be used to establish policy as it pertains to the function of the Radial Council, and only the Radial Council, within the legal boundaries as defined by The Misguidance and legal codex of Karma.
D. Executive Orders may be issued by the Radial Council provided a majority of the Councilors approve the issuance.
E. Executive Orders may be terminated by the Radial Council provided a majority of Councilors approve of the termination.

On executive orders, will the Radial Council be responsible for cataloging these or would the Speaker since they are technically legally binding? But not laws.

If we are going to have it cataloged I would say that it should be cataloged by the Radial Council. But that does bring up a good point. If we think that they need to be cataloged then I can alter the amendment to include something that covers it.

I do think they should be cataloged. I'm not sure if I think they should only be active during the Radiant Season they were written in or not tho? The freedom we gave the Radiant kinda complicates that. It seems annoying to me to keep having to pass executive orders every season to establish things but also annoying to have to keep nullifying executive orders every season to cut down the way the previous Council was running things.

I thought about this when I was drafting it a good bit. I think the best idea would be to have Executive Orders continue past the point of the term ending. THen new Radiant Councils can come in, decide what they are keeping and what they are not keeping, and deal with it at that time. I do understand that it does open the executive up to a bit of housekeeping early on in their term, but it's a transition period anyways so housekeeping is the name of the game, and being a democracy in general opens the region up to a bit of back and forth between different administrations. Meanwhile, having EO's stop and need to be reissued every term feels unnecessary if they are going to continue certain services, and would likewise clog up the archives of past executive orders.

That makes sense to me. I'm fine with this then, as long as we get cataloging taken care of. ^-^ It doesn't sound like anyone else has any qualms here. Thank you to Storm and Dissonance for being the best Circles that exist, as always. ♡

I think it would be funny for the Radial Councle to quietly fire me as a Sage.
